Ballymacarney Road formed a critical early phase of a wider infrastructure programme, requiring enabling works and site preparation ahead of roads and drainage construction.
ROQ was appointed to deliver vegetation clearance, topsoil stripping and associated site preparation works, establishing the conditions for efficient progression into the next phase of development.
While often viewed as preliminary works, early-stage site preparation can have a significant impact on programme, cost and downstream delivery. ROQ’s approach focused on disciplined planning, controlled execution and protection of design levels from the outset, reducing avoidable risk and supporting predictable project progression.
The challenge
Although the scope appeared straightforward, several factors introduced operational risk:
- Restricted site access
- Overhead power lines limiting plant movements
- An urban interface requiring careful management of public interaction
- A limited weather window for safe stripping operations
In addition, the condition of the underlying formation meant that aggressive stripping risked disturbing design levels and creating unnecessary remediation work later in the program.
Early-stage decisions therefore had the potential to impact program certainty and downstream costs.
The solution
ROQ approached the works as a controlled operation rather than a bulk earthworks exercise.
Vegetation was first removed and stockpiled locally to enable reuse on site. A tightly controlled topsoil strip was then undertaken using GPS-guided plant, allowing the team to remove material accurately while protecting the underlying formation layer.
Additional measures included:
- Safety infrastructure installed to manage operations under overhead power lines
- Site security controls implemented to manage interaction with neighbouring residents
- Deployment of sufficient plant capacity during a suitable weather window to accelerate works safely
Working to a precise and shallow cut allowed stripping operations to progress efficiently while maintaining strict control over ground conditions.

At strip stage, accuracy matters more than speed. Well controlled early works can quietly remove risk from the rest of a construction program.
By prioritising precision over speed, the project delivered several key advantages:
